hello sir, I sought admission to Degree course in E&TC to direct 2nd year after my diploma... but I failed to years

I want to weather 3rd year down is allowed in Pune university? I already had failed 2 times in 2nd year and was not eligible for 3rd year(5th semester)... please help at this query
