Money doesn't matter unless you get brain and merit. There are loads of scholarships for a deserving and talented student. For getting admission in IGRUA you need to give the entrance examination, as you have mentioned your marks you are eligible to give the entrance. The entrance comprises of a written exam where PCB is the main subjects along with GK and English. Then comes interview where mostly Aerodynamics is asked. After that there is test where you have to use a joystick and drive a video plane. It is quite fun. After admitted you will receive scholarships so you can easily study there.
