help me .I passed +2 last year(2011) with NM stream with 64% marks dropped a year but did nothng.Can I appear In JEE 2013 nexy year???

Am a dropper after passing +2 last year with 64% marks. Can I appaer In JEE 2013 dropping this year too to get adm in B.tech in any gud clg?? please help me
