Hi,
For registration as an income tax practitioner, you must have possess required qualification as per sec. 288 (a) of income tax act 1961 and you must also appear before income tax officer in minimum two cases in order to get entitled for registering yourself as an income tax practitioner.

If you mean, income tax practitioner, then please remember generally, Income tax practitioners are either Law graduates or Chartered Accountants. They are authorized by the Law to deal with Income Tax matters.
