Hi i am M.A eng +M.Ed.want to pursue a Phd on social development/law.will a pg diploma in child protection and rights help?

I am working as a teacher for 5 yrs.I wish to do a thesis on juvenile children.With my degree, can i do it?If so which university? if not, will a pg diploma in child rights protection and juvenile rights help.Pls advice
