For joining civil services you need to first appear in the prelims exam of UPSC which is normally held in May or June every year, and for which the notification comes in Feb-March. You can apply then, online also. If you clear the prelims you need to give the Mains exam which are generally held in Oct or Nov the same year. If you stand in some merit list of the Mains exam then you need to appear for Interview. For joining civil services you need to be in the final ist of selected candidates after the interview.
