Hi Nagarjuna,
To sit for Civil Service Examination the Candidate needs to have a graduation degree through a recognized University, The upper limit to appear for this Examination is 30 Years of age. For further information on the Examination please check the links below:

For joining civil services you need to first appear in the prelims exam of UPSC which is normally held in May or June every year, and for which the notification comes in Feb-March.
