Hi, i got compartment in 1st year graduation but i took admission in secondd year but i get failed and now i have gap of 3 yrs so cn i apply

As i get failed in second year may i complete my graduation in one year? I was doing b.com vocational from kurukshetra university. And as per my gap of 3 yrs can i apply again?
