Technically speaking min qualification required for 3 years B.SC ID is 12th pass out, & as u have already done your B.Com, you are eligible to opt for same. if you have done your graduation already don't waste your time by doing again bachelor degree.you can go with certificate or diploma level courses as its a professional courses you can work as own.even also some university are giving specialization in master degree level in interior designing.
