Yes, you can try for admission with your class 12th boards as qualifying exam. Depending on the country you wish to choose, you might have to get a score in IELTS or similar English proficiency test.

Yes for sure, just decide which college you want and check their eligibility criteria. I don't think discontinuing engineering will be an issue.
