Hi I have done 3 year DEC Diploma of computer Science technology from Lasalle college? Can I apply to a university now?

If I apply which university year will I be able to join from. In india if you have 3 year Diploma you join from 2 and year lateral entry. What year can I join if I want to pursue Bachelors in computer Science ot B.Tech in CS?
