Hi,
The UPSC (Union Public Service Commission) of India conducts the exam and on the basis of the result IAS, IPS, IFS officers are selected.
It has three-step process i.e.
Preliminary Exam (Prelims)
Main Exam (Mains), and
Interview.
The eligibility criteria to appear in this exam are:

Hi Onurag, to guide you I would say that India holds UPSC examination every year and on the basis of this examination a number of IAS, IPS, IFS officers are recruited.

To be eligible to sit for IFS (Indian Foreign Services) Exam conducted by UPSC (Union Public Service Commission) every year, following are the requisites:-
An Indian National Citizen
In the age limit of 21-30 years
Degree of a recognized University or an equivalent qualification
