Hi,
Please remember every university has its own eligibility criteria to grant scholarships to international students, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, scholarships are competitive and awarded to the most deserving students.
At the graduate level you can get funding in the form of graduate assistantships where you work or research with professors.
In exchange you may get your entire/partial tuition fees waived, and get a monthly stipend to cover your living expenses. Such awards are very competitive.

It will be better for you to do a job to earn some money and always focus on scholarship news.

If funds is a major issue, I suggest that you contact financial institutions / Banks to get an education loan. List out educational institutions of Canada and contact them for finding if their are any provisions for scholarship. Alternatively begin working in a reputed group, give quality work output and then find out the ways to get them to sponsor your studies by agreeing to work contract.
