sanju, yes you will definitely be eligible if it is recognized by ugc.

Neeraj You are eligibble for several upsc exams after ur completing B.com....
for instance CDS,CPF,civil services, and many others as the minimum qualification for this exams is just graduation from any stream.....so don't worry there are many ways in upsc for you...
