No, you can not apply for NDA-1. The eligibility criteria for NDA for Indian Navy and IAF is given below. But sir he is eligible for it, as the age criteria are above 16.5 years of age and he has just completed his 11th so I think he must be elder than 16.5. so he can give both the papers.
