    It is up to you, how you react to challenges. If you are in any top rank college, you will get a lot more opportunities, a lot of exposure, most of people around you will be equally or more intelligent than you and the competition is always on and you can easily find your strength and weakness. Where as in average colleges, your growth tends to depend on how you create opportunities and make most of it.     Nowadays if u have skills there is nothing that can stop you rather it would be a tier3 college. It is very possible that u can get placed in top-notch companies. First of all the main skill is programming u should start. Then a skill (Development or ML/DL etc. ). And CP. You may refer to many experienced students on in Linkedin. There are many Youtubers who guide very well such as Strive, Aditya Verma, and many more. So go through them and they will really guide u best.
