How can fees through PGCET be 2Lac ?Do both autonomous & VTU collge come under PGCET?What are the cut off of both?

It is around 1.5lakh. And both pes university and pesit south campus (vtu) come under pgcet . Cut off for both the colleges as per 2014 is around 120 -150 rank - GM and within 1500 rank for sc st and other castes.
