Eligibility for B.Tech after Diploma:
Students who have completed first year in B.Tech from a recognized university or passed three years Diploma after 10+2 with minimum aggregate of 60% marks in Science and Maths field. Those who are appearing for the final year Diploma examination are also eligible to apply for direct second year engineering admission, subject to the condition that they shall produce the provisional certificate at the time of admission. You also need to give entrance exam based on the college you want to take admission in. -

You can definitely apply for lateral entry in an Engineering College based on your Diploma in civil engineering. Actually each state has different rules regarding this. Some States conduct entrance exam such as LEET for testing the students and admitting them directly into second year based on the marks obtained in LEET. However some States give admission based on the Diploma marks. All this information will be available on the website of the Directorate of technical education of your state.
