How can I apply to study Masters in abroad in health care management or general MBA? I'm a BDS graduate and doing internship.

Think DDS/ DMD or the residency in dentistry would be the best option to study abroad post BDS. As unlike in India, dentistry is one of the most respected profession in western world. Amongst the option you have provided I. e. Maharashtra or MBA or MS Healthcare administration, I would suggest you to go for the better university than degree. As all the above mentioned degrees will train you for the same skill Sets. Studying overseas needs meticulous analysis of what each course stands to offer and how they fit in with your ambition. If you wish to study abroad and come back to India and work your choices are larger than the case where you wish to go to a country to study and then work there too. The latter choice shall limit your options greatly.
