How can I be an Arbitrator after civil engineering?

It will be extremely difficult to get appointment as an arbitrator immediately after civil engineering graduation degree. These roles are given to very senior experienced civil engineers who can arbitrat between contractor and contract awarding agency and must be acceptable to both parties. It is to
