You have following two options to become a Collector:
    (a) Appear for Civil Services examination conducted by UPSC and get selected for IAS on completion of your graduation degree. After few year of experience you will be become DC.
    (b) Appear for PCS examination conducted by various state selection board. After few years PCS services, based on your performance and seniority you may get promoted to IAS cadre and then fulfill your dream of becoming a collector.

As you are in the first year of engineering, I want to give you some tips.
Now don't neglect your first 5 semesters because the marks obtained in 5 semesters will decide your overall CGPA. To become a collector you have to become an IAS by clearing the civil services exam conducted by UPSC.
In the third year of your B.Tech, if you have a very good CGPA, then you can start reading Polity by Lakshmikanth book, it's about Indian constitution then slowly increase your level of preparation. The success rate for IAS is very low. If you neglect your engineering and if you don't get IAS, then your career will be in risk.
    Good luck.
