Firstly, learn the basics of Java from any online source. It will not take much time. This is the first step for being an android developer. Then learn android step by step. Learn what are layouts, then activity. These are the basic blocks. Later on, you'll just have to explore different features.

You need to have a formal degree in IT field, and some short term technical course in Java and Android development will definitely help you. In the longer run you can join some good IT company in the same domain to enhance your skills further and learn more.
