Indian Railways fill their class I officers requirement by Indian Engineering Services examination, SCRA or promotion of class Ii officer to class I based on performance and experience. Unfortunately CSE is not a subject in Engineering Services Examination conducted by UPSC and you are not eligible

Railway Recruitment Boards (RRBs) publish the vacancies for vacant posts in Railways through Employment News. You may look for RRBs advertisement and apply for Junior Engineers and Senior Section Engineers posts in Indian Railways.
