How can I complete my course? Shall I pay fee for the current year? I am not eligible for 5th semester as my 1st semester isn't clear yet.

If you are not eligible then there is no other way, you have to clear your backlogs. If the university is not allowing then how are you going to get admission next year. Some universities allow completing courses with backlogs but they don't award any degree. These universities are mostly from south

I feel sorry for you. You need to pay fees and attend classes then you are eligible for the next session.
