You can easily develop a simple android app and game through MIT App Inventor from scratch.

You need to be good in Java to create apps. If you want to learn game development then you should do 2D or 3D and game engine because every game engine has its particular language. Some game engines use Python and some use C#. So, choose wisely based upon your interest in the programming language.
