How can I get a job in the IT sector if I don't belong to the IT background?

I completed my B.Tech in 2014. I don't have any work experience. I wasted 2 years for the preparation of government jobs but couldn't clear any exam. I am interest in programming and coding.

In which stream have you completed your B.Tech? If you have completed your B.Tech in CS or IT, then it won't be a major problem. You can join as an intern in some company and progress from there on. Otherwise, you need to opt for Master's degree in computer related course before applying for a job.
