How can I get a Offline Seat in Computer Branch (Direct Second year). .

I want to get Institute Level (offline seat) for Direct Second Year Engineering in Branch : CE / IT / CS. How can I contact them to get offline seats? I got 87% in Diploma IT according to Equivalence Certificate. Is it possible to get a seat here? And how?
