How can I get admission in a college located in the USA, Europe or UAE to pursue Ph.D with scholarship?

Ph.D in USA is mostly fully funded by the universities. It is difficult in Europe, if you get a scholarship will depend on your profile and the university however atleast 40 to 60% must be borne by you.
