How can I get admission in DTU or NSIT after completing Diploma in mechanical engineering? When will the forms made available?

The only way to get admission in DTU for Diploma holders is an entrance test and that is LEET.
I am a student of DTU.
So as of now, no notice has been released.
But you can expect the application form out in the month of June and test date will be in June itself.
The result will be declared in July and admissions will be done in August.
