How can I get any scholarship to study in USA for B.Tech in civil engineering?

Dear Omkar,
Scholarships in the USA are merit based.You will be considered by a university for a scholarship at the time of application. If you are deserving they will award a scholarship. Some universities require an additional form. You can easily find this information on the university website
