How can I get direct admission in universities in Canada or Germany (without IELTS or TOEFL etc.)?

Apart from Concordia, the other universities come in the range of 25 to 30 in terms of ranking in Canada. Also, the University of Windsor is one of the decent universities in Canada and I know it for a fact and it is among these universities. So, I am guessing these universities aren't that bad.
