Visit the High Court, City Municipal Corporation Office or Village Sarpanch for the same along with your passport sized photographs, Class 10 marksheet, residence proof. Ask them for the application. It takes almost 1 month to issue the OBC certificate so apply as soon as possible because from the 1st of December forms are available online. You can apply for the certificate by contacting village's sarpanch or your City Municipal Corporation office.
