How can I get the official copies of my class 9th and 10th report cards to submit the same in the American universities?

You would be getting the report cards from your school. Just make sure the university you are applying might ask for a character certificate and an affidavit from your school, so make sure you get it as well. -
You must have your report card with you, which you can share with your school's counselor or principal for sending to American Universities. If you don't have them or misplaced it, then you must contact your school to issue new report cards, which you can use to send to the university. -
First, you need to speak to your principal. You can ask for the 2 year transcript duly signed and attested by school stamp.
