How can I obtain a fast-track Bachelor's degree approved by UGC in India for creative courses like BFA or design related?

I left my BE in mechanical in the 2nd-year in 2007 and have been doing a job since 2012. Now I want to pursue a creative course like BFA or product/ industrial design as a fast track due to the constraint of my job and to fulfill my permanent job role in future.
