IAS/civil services exams conducted by UPSC, can be given by any student pursuing any stream. though most of the subjects covered are from the humanities side, the exam also has a mix of Science/commerce subjects.
so the thought process of choosing arts courses is not justified.

Any student in any field is eligible to take UPSC's IAS/civil services exams. Even though the majority of the topics covered on the exam are from the humanities, there is also a mix of Science and business topics. Therefore, choosing arts courses is not a rational choice.
