For me, the best way to learn robotics is by practising. Here is how you can practice to improve your programming, electrical, mechanical skills, and also your creativity :
Take the Arduino For Beginner course on Udemy to start Arduino with a strong programming foundation, which will help you go much further for your next projects (disclaimer : I am the author of this course. I also have included a coupon code on the link, with a discount)
    Check out Instructables
Buy an Arduino board and go on their forum
If you can afford it and are interested in mechanics : buy a cheap 3D printer to build your robot
For more advanced control and programmi

Robotics is offered by very limited colleges, first find out the colleges which are offering online robotics then apply for that and start doing these details you can get online. But choose a good college which offers you a bright career. Robotics is the one which is more demanding in the market but reaching to a platform where you can earn a lot is more important.
