How can I reach Germany for engineering after 13 years of education of with 11th and 12th science (PCM) and not through JEE?
Is there any other way to reach there?

Hi,
JEE exam is preferred, but your class 12th score will matter the most. Along with that, letter of recommendations and good profile of co-curricular activities will also help. Most important is the German language, if you can take a course as it will be an added advantage.
