For joining Indian Navy you can apply for various entries such as: NDA (after class 12) UES 10+2 B.Tech entry (through JEE Mains score) NCC Special Entry SSC entry

After 10 he is eligible for sailor entry please check Indian Navy website regularly. He also give NDA if he is in 11th class. Better is to first complete 12 along with regularly prepare for NDA.
