How can someone get NOC (no objection Certificate) from Indian government for studying abroad?

Anyone who is looking to pursue their higher education abroad can apply for NOC if they have a valid offer letter from the university/ college. You can acquire the form by going to the Ministry of Education office which is located in Keshar Mahal. or now you download the application form online.
