How could I get a chance in B.Tech in civil engineering course outside West Bengal?
I'm a student of Diploma in civil engineering. This is a 3-years course and I'm now in the final year. I want to study B.Tech course.

If you have scored good marks in JEE Mains then you can get direct admission on the basis of that rank. If you want to take direct admission then all the private colleges do that. You can fill various university forms such as UPTU, PTU, Jamia, AMU, etc.
