Hi Nitin, India holds a UPSC examination every year and on the basis of this examination a number of IAS, IPS, IFS officers are recruited.
ELIGIBILITY CRITERIA:
1)A candidate should have a degree of graduation in any field from any recognized university.

The UPSC (Union Public Service Commission) of India conducts the exam and on the basis of the result IAS, IPS, IFS officers are selected.
It has three-step process i.e.
Preliminary Exam (Prelims)
Main Exam (Mains), and
Interview.

No diploma holder is not eligible for UPSC exams You should passed minimum higher secondary exams then you r eligible for UPSC junior .

you can start preparation for IAS Prepare for general study book you can prefer tata macgraw hill or spectrum book , Maths book arihant publication , or 6-10 class ncert books , Read CSR magazine purchase any GK book for last 1 year and also read CSR magazine updae current information , visit civils

First you must do a degree. because UPSC examinations basic eligibility is an Degree in any specialization.
