How do I get my certificates back from the college after dropping out?

I am doing B.Tech in Narayana Engineering College, Nellore. I dropped in 1st semester because of health issues and my certificates are with the college. The Principal is asking me to pay 4 years fee. I belong to a poor family so cannot afford to pay for it.
