Yes, it is! Singapore is one of the most expensive countries to live in. Definately the cost of living difference between India and Singapore is huge.
The monthly living expenses in Singapore for Indian students is SGD 1,480 ( INR 95,129) excluding rent, where as the estimated monthly costs for a single person in India is INR 29,484, excluding rent.
