    Hello Manjunathan, I feel that you are confusing between cutoff and closing. Cut off marks all ranks are declared by an institution and this indicates that anyone who is having equal to or more than this can only apply in this college. This normally happens when such institution receives too many applications as compared with their capacity to admit. On the other hand closing ranks are those ranks at which the admissions closed in the previous year meaning students with that ranking or marks got admission.
