How is Agp University offering degree from 2011? I have seen in UGC list that it got its approval in 2012.

You should not be in doubt. After fulfilling all the state rules any university can be opened. But to get approved from UGC they will come to the University and check everything and if it fulfills the UGC requirement then only it will give approved. So no need to be in doubt.
