Doing engineering from Bihar won't effect your career but if you pursue engineering from bad college (I mean from less reputed private college of Bihar) then that will effect your career. So according to me you should pursue engineering from a good government college which offers good placement opportunities.

Of course, it's good if you study well.
Look, college matters but knowledge matters more.
I am also studying in Bihar.
    There's no problem in it.
    Good luck!
