How is cut off calculated for law?

The highest score of a candidate is the cut off. Then according to rules, A tie breaker is decided in the favor of person older in age, or sc/st/obc/domicile/other reservation like phq/defence etc. If still the no.s are same it is decided on the basis of lucky draw.
