Hi, Both these institutes are good, however, I have no experience with them. If you are considering options you should definitely consider Chandigarh University. NIT-Durgapur is undoubtedly one of the best NIT colleges in India ranking under 10 and has only one camera all over India, but on the other hand, Punjab University is one the Best in India. If you are going in for real learning, knowledge enhancement and great all-round development experience, then Punjab University is also the place to go for. But in comparison I will prefer you for NIT Durgapur, if you have the option of both then choose NIT Durgapur first.

NIT Durgapur offers admission to M.Tech on the basis of CCMT scores. The cutoff ranks for the General AI category candidates varied between 350 and 562. Therefore, for the candidates belonging to the General AI category, it is very difficult to get admission to the college for MTech.
