how is the final year engineering project declared fail if the project report is signed by both the internal and external guide??

Beside signing projects, they should marks too. Anyway you may discuss this with your HOD or principal, there may be any technical error in (1) allocating marks (2) result preperation or (3) data entry and updation. You can request your exam section to review it once again.
