How is Venkateshwara Open University, Itanagar for MA? Will it be valid for jobs abroad?

Venkateshwara Open University is one of the biggest education fraud in Indian education system. Only state government are authorised to start an Open University and Venkateshwara is a private university and it is surprised to know how they managed to get word open before it. As per the UGC DEB guide

UGC does not detect as many as 45 such private universities are involved in scam 2 such universities has been shut down and 1 suspended.
Are you preferring Venkatwshwara because you can easily buy degree from there? When Madras, DU, Mumbai, IGNOU kind of reputed universities exist then why Venkatwsh
