How long does it take for a New Zealand visa officer to decide on the application?

I have filed the online visa on 4th May,2016. I have provided all the necessary documents with the notarized evidence , then what else could be asked for in the interview. I have seen in many cases where even without any interview visa was granted. Is it true ?

Yes, the visa interview is not mandatory in many countries and New Zealand is one of them. They will call you for an interview if they need more information. Generally, 2 to 5 weeks is required.
